There are projects that can be done without permits, like painting or changing out a cabinet, but a majority of home improvement projects do require a Building Permit. The best way to know for sure is to call and check with both Building and Planning BEFORE the project to have them assess and confirm that the project scope will be in compliance.
Some building permits may be issued over the counter. These over the counter permits include residential reroof, siding, water heater, and HVAC. Other building permits require a plan check. These permits include but are not limited to an addition, remodel, Single Family Dwelling, Solar, etc.
