Submittal Requirements

  1. Building Permit Application
  2. Declaration of Installation of Smoke/Carbon Monoxide Alarms
  3. Water Efficient Landscape Worksheet
  4. Pre-Construction Diversion Plan
  5. Site Plan (shall meet all zoning requirements.  Contact sjennings@loomis.ca.gov for site-specific information)
  6. A Pre-Approved Plan set with proof of purchase receipt
  7. ADU Supplemental Application (for Accessory Dwelling Unit submittals only)
  8. Post-Construction Diversion Plan 
    • To be submitted and approved before scheduling of final inspection with the Town Building Inspector

The Town will approve or deny a submittal within 30 days of receiving a complete submittal which includes all required items outlined above.

How to Submit

Digital Submission

Projects are to be submitted digitally via email to bldgpermit@loomis.ca.gov.  If all files together are over 25 MB, please email an access link to files via OneDrive, Google Drive, WeTransfer, etc.

Incomplete applications will not be accepted, and corrections will be asked of the applicant before intake of any documents or the start of review. All documents must have clear and crisp print, be free from stains and smudges, and be legible.  Images and photo attachments will not be accepted.  It is the applicant's responsibility to have all items required.

Notice to Contractors

All contractors performing work within the Town of Loomis must have an active Town of Loomis business license.  Please visit the Planning Department's business license page to learn how to obtain a Loomis business license and submit applicable fees.  Building permits will not be able to be processed if a contractor does not have a Town of Loomis business license, or if the contractor's license is not in good standing with CSLB.

Authorization Letter

If the applicant is not the contractor or property owner, a signed letter authorizing the individual to apply on the contractor or property owner's behalf is required to obtain a building permit or business license.

Pre-Approved FAQ's

What Is the Pre-Approved ADU Program?

In response to the current housing crisis in California and the AB 1332 Accessory Dwelling Unit (ADU) program requirement, the Town of Loomis has developed a pre-approved ADU program to increase affordable housing opportunities and reduce permitting time and costs.

The pre-approved ADU program utilizes Placer County's readily available plans, which features different sizes and styles.

Permit-ready ADUs in the State Responsibility Area (SRA) shall meet all fire-resistance requirements of section 337 of the 2022 California Residential Code. Compliance may not necessarily be shown on the permit-ready plans.

Permit-ready ADUs in a FEMA Special Flood Hazard Area shall be elevated in accordance with section 322 of the 2022 California Residential Code. Compliance may not necessarily be shown on the permit-ready plans.

Expedited permitting is not available to properties located in the Wildland Urban Interface, special flood hazard, or geologic hazard zones.

What is the Savings?

When an applicant selects one of the permit-ready construction plans provided and submits a project-specific site plan, Town staff will review site-specific factors of the property, including compliance with the Zoning Ordinance and California Energy Code requirements. Compliance with the current building code has been assured with the permit-ready plans, which result in a lower cost option for applicants and will reduce overall permitting time. However, applicants who chose to use a pre-approved ADU plan are responsible for all other fees associated with the building permit.

Do Modified Plans Still Qualify for the Program?

If the pre-approved plans have been modified using the available CAD files, the plans will need to be stamped and signed by a licensed design professional, as applicable. Additionally, the modified plans will not qualify for the pre-approved ADU program expedited review process. Plan review fees for modified ADU plans, or plans not included in the permit-ready ADU program, will follow traditional review processes and be charged standard fees.
