If the scope of work contains a new electrical panel or modifications to an existing electrical panel, apply for solar using the steps below and submit a separate Electrical Permit application to bldgpermit@loomis.ca.gov.

What is Symbium?
On September 16, 2022, Senate Bill (SB) 379 was approved by California Governor Gavin Newsom to establish instantaneous plan review practices and create streamlined permitting processes at cities and counties for automated permitting of residential solar and energy storage systems.
The Town of Loomis has partnered with Symbium to establish an automated review platform that complies with requirements of SB 379.
Contractors and homeowners seeking to pull permits under SB 379 will be able to apply for instantaneous plan review approval via this Symbium portal.
Review & Permit Issuance Process
Step 1- Enter the property address below to get started on Symbium for instant review and to submit Symbium's review fees. Symbium instantly checks for compliance with State and local regulations and provides substantive analysis of why or why not the project meets code requirements.
Step 2- Symbium will notify the Town of review approval and supply all project documentation.
Step 3- The Town will contact the applicant through email on how to submit Town building permit fees.
Step 4- Once fees are paid, the Town will issue the permit to the applicant via email.
If the solar project has an ESS or is 10.0 KW AC or higher, the Town issued permit will indicate if there are Fire requirements that need to be met prior to a final inspection.
Please note that permit processing can take 1-3 business days, depending on staff availability.
Notice to Contractors
All contractors performing work within the Town of Loomis must have an active Town of Loomis business license. Please visit the Planning Department's business license page to learn how to obtain a Loomis business license and submit applicable fees. Building permits will not be able to be processed if a contractor does not have a Town of Loomis business license, or if the contractor's license is not in good standing with CSLB.
Authorization Letter
If the applicant is not the contractor or property owner, a signed letter authorizing the individual to apply on the contractor or property owner's behalf is required to obtain a building permit or business license.
